BJP on Monday appointed Union home minister Amit Shah as an observer for Uttar Pradesh and defence minister Rajnath Singh for Uttarakhand for government formation in the two states. Shah will be assisted by BJP vice president and former Jharkhand chief minister Raghubar Das as co-observer, and Union minister Meenakshi Lekhi will assist Rajnath Singh
